Research problem. The involvement of local community, including the youth, in local government can transform and enrich the process of management decision making based on various perceptions and approaches to local problem solving. Shifting the focus to those who are the target of this decision or affected by local issues can contribute to the programs and projects quality improvement, increased trust through transparency of order and procedures of the decisions made. The interaction between the local community and local authorities provides for the civic capacity development, contributes to the increased accountability in the public administration system and leads to the public confidence building. However, according to the research, young people are hardly involved in the local problem solving.
The research purpose is to explore the results of the expert assessment of the current state and problems of the youth participation in the local government, the involvement of young people in socio-political processes at municipal level.
Methodology and methods. The institutional approach makes the methodological framework of the research. The institutional foundations of the youth participation in local government and various forms of such participation are analyzed in the research. To collect empirical data, the following methods have been used: analysis of official documents, questionnaire survey of the RF youth (n = 2026 people), expert interview (30 experts: researchers, scientists, representatives of public bodies, local government, non-profit organizations, educational institutions).
Research results. Modern Russian youth, having a high level of civic participation, is poorly involved in local government. To encourage the young people’s involvement in local government, a single mechanism should be built based on the triad “informing - discussing - active participation of young people in local problem solving”. Also, it is important to create the institutional involvement environment, including structures in local governments to support projects initiated bythe youth.
Scientific novelty. The study expands understanding of the institutional foundations of the youth civic involvement in local government; facts characterizing the experience and need of civic participation of youth in local government are provided; current state and problems of youth civic participation in local government are revealed.

Relevance. Modern states encounter a number of challenges and threats which are changing the requirements for the tools and quality of public administration. This is influenced by both situational factors, for example, a pandemic of the new coronavirus infection, and systemic factors - overcomplication of the social structure of the society. Under such conditions, it is only possible to achieve high efficiency of public administration through involving society in the activities of public authorities. The institutionally ensured forms of participation enables civic activity not to be spilt out as protest actions, but to be absorbed by the state and used for agenda setting. As public control, the existing system fails to consider the whole range of requests and socio-political specifics of social interests. It is proposed to use social control.

Purpose. To analyze the social control impact on the patriotic potential development of a municipal entity.

Methods. To reach this purpose, the authors use a combination of political science, sociological and interdisciplinary methods, such as systemic and institutional, and also refer to the description of the functional significance of political institutions. The article employs the analysis of normative legal acts and other administrative documents regulating public control at the federal, regional and municipal levels. To analyze the municipal component, materials of the Public Chamber of the Berezovsky urban district were used, including those not published in the public domain.

Results. In the course of the research, the fundamental conclusion is made that the normative tasks of the Public Chamber do not correspond to its real functionality. There is no call for the stipulated public control functions at the local government level. The Public Chamber solves a number of important administrative tasks, operating in a self-actualization mode. Their description and systematization is provided in the framework of the given article. Identification of tasks allowed for revealing the differences between the 'public control' and 'social control' concepts, which makes it possible to analyze not the institutional basis of activities of the public control institutions, but real administrative practice. Scientific novelty. The use of the 'social control' concept is not new for the domestic management science, but its conceptualization and application in the context of the patriotic potential analysis is carried out for the first time.

At present, digitalization and digital transformation are actively penetrating various spheres of public life, more and more new forms of their mass application are emerging, and citizens' access to information technologies is expanding. All these processes, of course, emphasize the need to "digitize" the modern system of public control in the space of the city and the region. To study the implementation problems and the prospects for introducing a system of digital social control over the activities of government bodies in modern Russia in 2021-2022, an empirical sociological study was conducted using the methods of a questionnaire survey and expert interviews. The data collection method was a questionnaire survey of Russian citizens aged 18-60 (n=2256 people) living in Russia. Heads of state and executive authorities, heads of commercial organizations, representatives of the academic community (n=25) were invited as experts. As a result of the study, the main problems of introducing digital social control were identified: difficulties in adapting to new digital technologies, difficulties in replacing traditional forms of social control with innovative ones, low digital culture of the population, as well as financial, technical, and administrative barriers. To effectively solve the above problems, we believe that it is necessary to further develop civil society institutions, increase the transparency of power, apply digital solutions to increase the transparency and efficiency of government bodies.

The article studies the children's protest activity in the urban environment, explores its formation mechanisms and socio-psychological nature of the process, identifies factors contributing to and preventing the development of children's protests in comparison with the rest of the youth. The authors consider the urgent problem of children's urban protests through the prism of the theory of generations, researching various age groups born in a certain historical period of time, with their characteristic beliefs, values and behavior.
The article is based on the results of a sociological questionnaire survey of the youth of the Russian Federation in 2021. Through the questionnaire method 2,531 respondents aged 14 to 35 from all the federal districts of the Russian Federation were interviewed.
As a result of the research, factors and conditions for the growth of the children protest activity in the urban environment were identified. It is stated that young people under the age of 21 have the greatest mobilization potential for the protest activity, while other age groups share protest beliefs, and their participation largely depends on the formulation of the protest reason, as well as on the organizers of actions. The main driver of the protest mood growth is the destabilized socio-economic and political situation, the presence of systemic problems (corruption, reducing living standards, social inequality).
In conclusion, the authors formulate main recommendations aimed at harmonizing children's protest activity, switching it onto a “peaceful track” through establishing civil-normative, socio-cultural conditions, taking into consideration social, age, educational and everyday needs of today's youth. The social moods of today's youth should be diagnosed in a prompt manner, regarding its age and educational status.
