Purpose. Identification of priority forms of inter-municipal cooperation in Russia on the basis of studying the best international practices (for example, Germany, France, Denmark, Finland and Hungary). Methods. Inter-municipal co-operation was considered under the systemic and institutional approaches. The main research methods are the method of comparative analysis, modeling, methods of ordering and typology. Results and scientific novelty. Produced a review of Russian and foreign practices of inter-municipal cooperation in the context of European models of inter-municipal cooperation graduation. The authors have carried out a typology and ordering of forms and methods of inter-municipal cooperation in Russia and European countries, identified the advantages and disadvantages of each form, identified the most promising forms of inter-municipal cooperation for Russia.

Purpose. To adapt a three-dimensional diagram of the Abel matrix approach in the financial management of the municipality. Methods. The methodological basis of this research is the method of structural, statistical analysis and graphical method. In addition, the study was based on such methods of scientific knowledge as a method of grouping, as well as diagnostic analysis. Results. After some investigation to adapt three-dimensional circuit Abel matrix approach to the management of financial and investment resources municipalities authors can draw the following conclusions. 1. The use of three-dimensional circuit Abel matrix approach in the development of the municipality allows more clearly identify the main problems specific to the control area. 2. Breakdown zone efficiency of financial and investment management municipalities is the simplest model that suggests the possibility of using it in practice. 3. Correlation and regression analysis allows us to complement and lead to the ultimate goal of the whole methodology to assess the financial and investment management of municipal education in the three-dimensional pattern Abel matrix approach. Scientific novelty. Scientific novelty lies in the fact that this method of three-dimensional circuit matrix approach first used to manage a community.

Purpose. The study of management problems balance local budgets, assessment of financial dependence of municipalities on regional funding, identification of related risks of social and economic development. Methods. The study is based on economic and statistical analysis of budget parameters 52 municipalities of the Nizhny Novgorod region. The authors have considered indicators of the structure of municipalities income, defined average values obtained relative values based on the constructed time series (for the period from 2009 to 2013.), performed analytical group of municipalities in terms of specific volumes of financial assistance from the regional budget in the total amounts of income areas. Results and practical significance. In the present study, authors discussed in detail and analyzed the performance of municipal budgets Nizhny Novgorod region, identified common trends and regional differences due to the differentiation of the level of economic development. Groups of areas, characterized by varying degrees of subsidies from the regional budget were defined. The conclusions about the presence in the region significantly depending on municipal budgets from the regional budget. Authors identified risks associated management balanced socio-economic development of municipalities related to the current financial dependence on their budgets. The results can be used to develop efficiency measures subsidizing the budgets of municipalities, as well as strategy development areas. Scientific novelty. Scientific novelty of the work is due to perform the analysis control balance the budgets of municipalities on the basis formed by a unique set of data interpretation of the results and conclusions obtained for the first time for the region.

Purpose. Systematization and study of the practice implementation of special powers of local governments in the bankruptcy case to form recommendations. Methods. Investigated the best and worst practice of implementation of special powers of local governments in the Urals District. The data source for research information about court cases placed in the files of arbitration cases (http://kad.arbitr.ru/) on judicial bankruptcy cases involving municipalities. A preferred method of research a case study. Results. Revealed the powers of local self-government in bankruptcy cases, not typical for other participants in insolvency. Investigated the practice of the implementation of these powers. In the result of research materials of judicial practice several recommendations, practically applicable to the activity of local governments are made. Scientific novelty. Systematization of powers of local governments in the bankruptcy case, identifying among them special powers. Formulation of recommendations for the implementation of special powers, based on the analysis of the judicial practice of the Ural District.

Subject: quality and availability of social support on payment for housing and communal services in the municipality "City of Ekaterinburg." Purpose: to assess the quality and availability of social support to pay for housing and communal services in the city of Yekaterinburg and develop proposals to improve their. Methodology and Methods: the research methodology is based on the principles of the activity approach to the study of social support. The study used methods such as description, analysis, synthesis, analysis of documents, sociological questionnaire. Results: assessed the quality and availability of social support measures (for example, reimbursement of expenses to pay for housing and utilities) in the city of Yekaterinburg, which resulted in the study of the experience of reimbursement of expenses to pay for housing and communal services in the city of Yekaterinburg; analyzed the results of independent research of the quality and availability of reimbursement of expenses to pay for housing and communal services in the city of Yekaterinburg; identified gaps in the provision of compensation for the payment of housing and communal services; recommendations on improvement of the said compensation in Yekaterinburg are given. Field of application results: results of the study can be used in the activity of local governments that provide specified compensation, as well as activities of public authorities involved in the development of the order of reimbursement of expenses to pay for housing and communal services. Scientific novelty: developed criteria for assessing the quality of the availability of social support (for example, reimbursement of expenses to pay for housing and utilities); identified the problem of providing reimbursement of expenses to pay for housing and communal services; proposed the original judgment on the provision of compensation for the payment of housing and communal services in the city of Yekaterinburg.

Purpose. To present the main approaches and tools in the management of urban development, which could be useful for the Russian cities on the example of Leipzig. Methods. The study is based on a systematic analysis of the European practice in the field of urban renewal and on a comprehensive analysis of documents regulating urban policy. Results and practical significance. Authors revealed the advantages of an integrated approach to urban renewal. The various tools in the management of urban development, which can be adapted to Russian conditions were examined on the example of Leipzig. Scientific novelty. The concept of an integrated approach to sustainable urban development was revealed. Authors revealed the dual nature of the urban life quality, which is achieved by the simultaneous development of "hard" and "soft" factors, which include the economic base of the city on the one hand and social aspects, based on the formation of comfortable public spaces and social infrastructure, on the other hand.

Purpose. Study of the shaping of Sverdlovsk region urban settlements in the twentieth and early twenty-first centuries in the context of nationwide modernization policy. Methods. Based on data from population censuses, vital events of the current accounting bodies of state statistics provides data on population dynamics and pace of development of the Sverdlovsk region urban population for the period from 1926 to 2010 author analyzed the factors that led to these changes. Scientific novelty. Formation of a system of cities, intraregional differences in the pace of urbanization seen in the context of the historical and socio-economic development of the region. The acceleration of urbanization process is carried out in line with the nationwide modernization model, the implementation of which has contributed to the concentration and integration of various forms and types of material and spiritual activities. Urban population growth was carried out mainly at the expense of the territorial population movements (migration), the extent, direction and nature of which are consistent with the theory of migration transition. Analysis of the development of cities in the region at the beginning of the twenty-first century has revealed the emergence of trends in preferred living in rural areas.

Purpose. Study of the system of policy documents target indicators aimed at developing monoterritory and proposals for improving the methods of their assessment. Methods. The analysis of the implementation of the countries participants of the Customs Union and the Common Economic Space of Belarus, Kazakhstan and Russia programs, aimed at reducing disparities in socio-economic development of single-industry towns, small and medium-sized towns, which were formed as a result of economic ties rupture that have occurred due to the collapse of the Soviet Union and create social tension. The resulting imbalance characterized by the difference in living standards monocities from other cities, and depending on the state of the town-forming enterprises, worn industrial, social and communal infrastructure, high unemployment, low incomes, it is proposed to solve by means of a measures system, as reflected in the program, but at the same time improve the methodology for assessing progress. Results. As part of the research author came to conclusion that for the most part, target indicators defined in the policy documents for the development of monoterritory, do not allow a realistic assessment of the degree of implementation of tasks and efficient use of budget funds allocated for their implementation. Scientific novelty. Scientific novelty lies in the fact that the author of the article, based on his own experience in the development monoterritory, offers to assess the degree of implementation of tasks and efficient use of budget funds by identifying planned and actual coefficients and their comparison.

Purpose. Identification of policy implementation in the field of public transport large cities of foreign countries and the Russian Federation general and the particular, to identify the lessons for possible use in Russia. Methods. System method (public transport is considered as a system), the comparative analysis. Results. Particular attention is paid to the fact that public transport impact on the socio-economic development of major cities. The paper considers the policy of informatization of public transport, the impact of information to improve policy in this area. Describes the experience of implementation of this policy in the city of Yekaterinburg, the conclusions about the possibility of using foreign experience in Russia are made.

Purpose. To study the essence of the principles of social management, marketing, social hall, the possibilities of their use in public, municipal management. Methods. A content analysis of the scientific literature, periodicals on governance, the use of modern technology management, marketing in the social sphere. Results. The article examines the application of marketing management in the social sphere, involves getting more social impact on the successful operation of facilities and social sector in the municipality, increasing its competitiveness, the necessity of a wider introduction and use of management tools and marketing in the municipal management. Scientific novelty. Disclosure objective, basic principles, the potential functions of social management, marketing highlighted its methodological features, suggesting the achievement of social and economic benefits.

Purpose. Study of marketing strategic management of the territory features and its difference from the overall marketing. Methods. A comparative analysis of general and territorial marketing and revealed some specificity that distinguishes it from the company's marketing. Authors presented the marketing genesis as part of the territorial system of reproduction. The preconditions for the development of marketing strategy development of the area. Results. Based on the analysis authors justified territorial marketing as a holistic innovation management system in the municipality. Tendencies of formation and development of territorial marketing in a market economy were revealed. Scientific novelty. Scientific novelty consists in determining the specific features of territorial marketing as a particular manifestation of an innovative method of territory administration.

Purpose. Analysis of the application of concession agreements in the local government activities. Methods. An analytical analysis of the regulatory legal framework in the context of the application of concession agreements in the practice of local governments. Results. Based on the analysis of normative legal basis author proposed recommendations for local authorities in the application of concession agreements. Scientific novelty. Scientific innovation is the consideration of the mechanism of concession agreements application by local governments with the latest changes in the Russian Federation legislation.

Purpose. To characterize the state housing supervision and control of municipal housing, the scope of their implementation and the nature of the powers of relevant bodies, to assess the current legislation. Methods. The study analyzed the legal doctrine and the law relating to public housing supervision and control of municipal housing, allocated general and specific features of these procedures, some problematic aspects of their implementation are shown. Results and practical significance. Based on the analysis concludes that existing legislation is currently not clearly regulates the legal regime of the municipal housing control, there is a problem of duplication of powers and scope of state housing supervision and control of the municipal housing and the lack of a mechanism for implementing the individual powers of the municipal housing control. The results can be used in law-making and law enforcement. Scientific novelty. Scientific novelty lies in the study of problems encountered in the interpretation and application of the law on public housing supervision and control of municipal housing, as a result of the author expressed the proposal to establish a uniform federal oversight of housing services.

Purpose. Development of proposals for the formation of an integrated approach to assessing the effectiveness of measures to support small businesses at the municipal level. Methods. Analysis of measures to support small business in the context of evaluating the effectiveness of measures to support small businesses in the practice of municipalities. Results.
