In addition, the application of the author's methodology for calculating the utilization rate of the available warehouse space has shown how effectively the available space is being used. The calculations performed clearly demonstrate that the Self Storage business is a new and promising direction in the warehouse management segment.

The results obtained have made it possible to conclude that the Self Storage business is economically efficient and that it should be supported by municipal authorities.

Discussion. Currently, the work is underway on a new draft of the «Fundamentals of State Policy for the Development of Local Self-Government until 2030,» which includes provisions for the development of the economic potential of municipal entities. Therefore, informing local self-government bodies about the prospects for Self Storage business as a new source of economic development for municipal entities is in line with modern requirements for the reform of local self-government.

An important task in this regard is to find effective mechanisms for cooperation between local authorities and business representatives to ensure a thriving economy for municipal entities. Therefore, municipal authorities should implement such business support measures as providing loans, consulting on regional and federal measures to support entrepreneurship, training, and support for investment projects, etc.

Introduction. The impact of global challenges in the modern world establishes its own technologies for achieving balance in planning and using budget finances in Russia. These problems acquire a special spectrum within the framework of a large number, diversity of legal types, natural and geographical features of the territory and financial independence of local budgets. Local budgets are the most significant source of financing for public utility infrastructure facilities that residents of municipalities use every day, which ultimately determines the comfort and quality of living in the local area. This article aims to consider the theoretical and methodological approaches to the content and causes of the local budget deficit and to substantiate the criteria for the effectiveness of its financing with an uncertain revenue base and increasing costs for organizing the provision of municipal services in all areas of expenditure obligations of local governments. To substantiate the working hypothesis of the study, we point out that local budgets of all legal types of municipalities have gratuitous transfers from higher-level budgets as the main source of revenue base, a small amount of tax initiative and budgetary powers to assess their expenditure obligations. As a rule, all these powers are regulated at the federal and regional levels.
The methodological basis of the study was the provisions of the Keynesian and neo-Keynesian schools of budget regulation, taking into account the new model of municipal governance. The empirical basis of the study was the control indicators of draft budgets of a number of municipalities of the Sverdlovsk region, obtained by the author from official sources and the results of the webinar with representatives of financial departments as part of local governments of the Sverdlovsk region.
Results and conclusions. The results of the study identified the criteria for the formation and implementation of an effective budget deficit policy, formulated practical recommendations for local governments to optimize the financing of the local budget deficit and servicing the debt obligations of the municipality in the context of prevention and adaptation to global challenges. As further directions of scientific research, it is necessary to indicate an assessment of the possibilities of applying these criteria by local governments to the reformed provisions of the budget legislation of Russia, expected for 2030-2036.

In 2020 the global community faced another global challenge - COVID-19 new coronavirus infection, which caused the global economic crisis as a consequence of the pandemic. It is ever more obvious that the emergence of global economic crises is of cyclical nature. We assume that the existing mechanisms and tools of socio-economic development in local areas can be characterized as insufficiently adaptable to emerging global challenges, hence, their negative consequences are aggravated. The approaches to the regional and municipal socio-economic development management should be improved. This can be applied through the introduction of adaptive management mechanisms into the territorial socio-economic development management system. The given article analyzes and generalizes the approaches of domestic and foreign economic schools on the researched issue.
The purpose of this research is to consider, analyze and generalize theoretical and methodological approaches to characterizing the adaptive management of the economy of a local territory (region, municipality) under economic recession.
Research methods and object. General scientific methods of inquiry are used, including theoretical analysis, synthesis (including interdisciplinary), generalization, comparison, induction, deduction, etc. The object of the research is economic relations in terms of formation and implementation of an adaptive management model of socio-economic development of local territories.
Results. The results of the evolutionary-terminological analysis of the 'adaptive management' concept are provided, the author's definition of 'adaptive management' is formulated, characterizing it in the context of managing socio-economic development of local territories under global challenges, which was adjusted with reference to considation of results of the currently developed scientific approaches to the adaptive management characteristics and the relevant subject area specifics.
Conclusions. The authors emphasize a rather 'young' age of the adaptive management concept (from the 70-s of the XX-th century), and at the same time, an increasing interest to adaptive approaches use in an expanding range of fields (including public administration, healthcare, transport, business, information technologies, energy, international development, agriculture, ecology and natural resource management, etc.). Adaptive management of socio-economic development of local territories under global challenges can be defined as a conscious and normatively fixed public (municipal) policy ensuring stress resistance of the territorial socio-economic development, including through the efficient implementation of a mechanism for preventing, arising and overcoming crisis situations, as well as quick reaction to changing conditions of internal and external environment to achieve the planned results.

The current state of uncertainty of socio-economic development imposes requirements for optimizing the finance sector of local territories of Russia, as the closest to customers public sector services of economy, which actualizes theoretically and practically, the scientific problem of achieving the balance between local budgets, from the position of sufficient sources of revenue base, and optimal and effective expenditure obligations of local governments. In this research, the task is to analyze the current structure of revenue sources and priorities of spending directions of municipal budgets, the existing typical problems of their formation and execution in the current three-year period and possible "best practices" as "recipes" for balancing the interests of participants in the budget process.
The methodological basis of the research was the author's methodology of local budgeting, based on the concept of competitive federalism and welfare theory in the context of subsidiary and allocation functions. The information base of the article was the benchmarks of the draft budgets of a number of city districts of the Sverdlovsk region, obtained by the author from official sources and the analytics of the webinar with representatives of the financial bodies of the Sverdlovsk regional local government. The working hypothesis of the research suggests that the budgets of municipalities with the urban districts status are most represented in the territorial structure of budgetary federalism of Russia and this case will be useful for other local budgets and subjects of the Russian Federation specializing in industrial production.
As the research results, a pool of the best methods of local finance management in the form of practical recommendations to local governments in the medium-term trends of socio-economic and financial uncertainty is substantiated..

The process of socialization of young people is one of the most important for the development of the whole society, because it is the result of socialization that an individual becomes a full member of society. In the process of socialization a young person accepts and assimilates generally accepted norms and rules, establishes interpersonal relations within society. The youth in its turn is one of the most unprotected social groups of our society. The big problem is the fact that the youth as a social group is more exposed to destructive changes of modern society, as the moral values of the youth are in the process of formation. That is why, in the modern educational process, the formation of the bases of socialization of youth is one of the main and top-priority tasks. It should also be noted that the process of digitalization, the introduction of modern digital technology, which occurs in modern society, also puts a certain imprint on the socialization of modern youth. In addition, modern media is actively involved in the socialization and formation of social values of young people. We must remember that in the era of globalization, the growing interdependence of world economies and cultures, a global media space is being formed, which has a huge impact on the formation of youth values. Unfortunately, in our country, there is virtually no control over the electronic media. This leads to the fact that young people mainly draw the values that are transmitted by Western society. Young people lack a sense of patriotism, social duty, and moral obligations.
In connection with the above, the authorы of this article haму attempted a scientific analysis and critical reflection on the development of the youth media, as an innovative project of socialization of modern youth, aimed at educating and forming the qualities of a real citizen and patriot of his homeland.
Purpose of the article is is to consider and analyze the innovative project on the development of university youth media as a basis for socialization of modern youth.

Assessing the average return of the average student, such formation passes an active phase exactly in the period of education in universities, that is why, using intramural media can lay a strong foundation and the right foundations necessary for a person to successfully adapt in today's society.

The system of local taxes and fees in Russian fiscal federalism has a long history and practice, evolving under changing socio-economic conditions in the task of ensuring the cost of municipal goods and services. The information base of the article was rare fiscal documents on local taxes and fees of the city of Ekaterinburg, benchmarks of the district budget projects received by the author from official sources. As the conclusions of the research, the ways of optimal matching of income received by local budgets in the form of the own and split taxes in conditions of socio-economic uncertainty are identified. The budget of the city of Ekaterinburg in its historiography shows extensive experience in the implementation of municipal fiscal policy and financial autonomy, which makes it possible to actualize the issues raised in the key of reforming the tax system of Russia and providing local self-government with income.

The aim of this research is to develop methodological foundations for designing socio-economic indicators of quality of activity of the local self-government representative body in the context of implementing transformations of the formation procedure and activity of local self-government bodies. The new competitive system for electing heads of local self-government is considered to create conditions for their meaningful interaction with the highest official of the region in the process of addressing both urgent and strategic municipal tasks, including in cooperation with the municipal representative bodies. However, under such system the representative body of local self-government having significant authority does not bear any responsibility for efficiency and quality of their implementation, which leads to the formation of the narrowly corporate and even self-interested targets in the deputies’ behavior. In a representative body, there is a threat of creating groups whose interests are often parallel to the interests of the population. In pursuing this goal, the authors used the method of managerial analysis of efficiency and quality of the local self-government representative bodies and the system-activity methodology for designing socio-economic quality indicators of its work. Results and scientific novelty: feasibility and efficiency of the model is assessed, where the head of the municipality is elected by the deputies upon the recommendation of the competition committee and also exercises authority of managing local administration; management paradoxes are revealed that can depreciate the political significance and efficiency of the ongoing transformations of local government bodies; methodological foundations are formulated to develop the socio-economic quality indicators of the local self-government representative bodies in the process of overcoming major managerial antinomy; a conceptual approach for assessing the quality of activity of a deputy of the local self-government representative body is formulated.
