SOCIO-ECONOMIC QUALITY INDICATORS OF THE LOCAL SELF-GOVERNMENT REPRESENTATIVE BODY ACTIVITY

Abstract

The aim of this research is to develop methodological foundations for designing socio-economic indicators of quality of activity of the local self-government representative body in the context of implementing transformations of the formation procedure and activity of local self-government bodies. The new competitive system for electing heads of local self-government is considered to create conditions for their meaningful interaction with the highest official of the region in the process of addressing both urgent and strategic municipal tasks, including in cooperation with the municipal representative bodies. However, under such system the representative body of local self-government having significant authority does not bear any responsibility for efficiency and quality of their implementation, which leads to the formation of the narrowly corporate and even self-interested targets in the deputies’ behavior. In a representative body, there is a threat of creating groups whose interests are often parallel to the interests of the population. In pursuing this goal, the authors used the method of managerial analysis of efficiency and quality of the local self-government representative bodies and the system-activity methodology for designing socio-economic quality indicators of its work. Results and scientific novelty: feasibility and efficiency of the model is assessed, where the head of the municipality is elected by the deputies upon the recommendation of the competition committee and also exercises authority of managing local administration; management paradoxes are revealed that can depreciate the political significance and efficiency of the ongoing transformations of local government bodies; methodological foundations are formulated to develop the socio-economic quality indicators of the local self-government representative bodies in the process of overcoming major managerial antinomy; a conceptual approach for assessing the quality of activity of a deputy of the local self-government representative body is formulated.
