On New Year's Eve 2026, Grigory Andreevich Vikharev, head of the Beloyarsky Municipal District in the Sverdlovsk Region, was a guest of the editorial board of the journal "Municipality: Economics and Management." He spoke with the journal's editor-in-chief, Doctor of Law and Professor Igor Vyacheslavovich Vydrin, about local government, updated local government legislation, and the pressing concerns and practical actions of a municipal leader.

"URBAN ECONOMY FUNDAMENTALS" BY PROFESSOR L. A. VELIKHOV: FIRST EXPERIENCE OF THE ACADEMIC COURSE OUTLINING MUNICIPAL SCIENCE AS A WHOLE
I.V. Vydrin
Research relevance. The article is devoted to the 95th anniversary of the publication of the two-volume book by Professor L.A. Velikhov "Urban economy fundamentals: general theory on cities, urban management, finances and economic management methods" (Moscow - Leningrad. Gosizdat. 1928. - 468 p.). In essence, this book was the last major scientific paper published in the USSR, the research subject of which was local self-government. Later, in 1930-1950s, references of this phenomenon in the Soviet Union were only negative, commonly as of the bourgeois democracy institution. This is why Velikhov's work gained its second fame only in the 1990-s in connection with the revival of self-government relations, theoretical and practical experience of municipal authorities development and functioning in modern Russia.
The methodological base is made up of general and particular scientific research methods: analysis, synthesis, comparison, historical-legal and formal-legal methods of understanding objective reality. While working on the article, the text of the "Urban economy fundamentals" monograph by L.A. Velikhov was studied, as well as publications dedicated to it and the author's scientific activity.
Research results and conclusions. Based on the research results, the conclusion was made about the impact of Velikhov's heritage on the development of the current Russian local government legislation, bringing it closer to state power, municipal law and management in the meaning of independent fields of legal and managerial science and the corresponding academic disciplines.

OBSERVANCE BY THE AUTHORITIES OF HUMAN AND CIVIL RIGHTS AND FREEDOMS IN A MUNICIPAL TERRITORY OF THE RUSSIAN FEDERATION (EXEMPLIFIED BY EKATERINBURG)
I.V. Vydrin, A.E. Schukin
The article is devoted to the issues of public relations regulation in the field of observance by local governments of the human rights and freedoms in the municipal territory. The focus is on the problem of interaction between state authorities and local government in terms of observance and protection of human and civil rights and freedoms. The authors consider this aspect using the municipal entity of "the city of Ekaterinburg" as an example. The article analyzes amendments to the Constitution of the Russian Federation of January - March 2020, which imply the renunciation of powers of municipal authorities in the field of public order protection, which is, at least, surprising. Currently, local governments must assist citizens and their associations, involved in the public order protection, in creating conditions for the popular squads' activity, carrying out measures for territorial and civil defense and extremism and terrorism prevention. In this context the authors consider the elimination of the function of protecting public order from their jurisdiction to be the utter nonsense. In this respect, a conclusion is made that such a limitation of the scope of local government activity leads to their dependence on public authorities in the field of legal relations, creates the prerequisites for the violation of human and civil rights and freedoms in the territory of municipalities. Moreover, these changes completely cross out the prospect of creating a municipal militia, which will lead to a new wave of legislative innovations aimed at bringing the existing regulations to the requirements of the updated Constitution of the Russian Federation. The article analyzes the federal legislation on local government, police, municipal legal acts adopted by local authorities of the city of Ekaterinburg. General and specific scientific research methods are used: forecasting, statistical, formal-legal and technical-legal.

THE CHARTER OF THE "CITY OF EKATERINBURG" MUNICIPAL ENTITY IN THE SYSTEM OF LOCAL LEGAL ACTS
I.V. Vydrin
Research relevance. The article is devoted to the charters of municipal entities, which are considered acts of supreme legal power in the system of municipal legal acts. In this regard, the author analyzes the "system of municipal legal acts" and "act of higher legal force" concepts, projecting their features onto the charters of the city of Ekaterinburg, adopted respectively in 1995 and 2005. The article provides the author's classification of the system of municipal legal acts.
The methodological basis of the study stems from the research subject. The formal-legal method of cognition contributed to analyzing the legislative norms regulating the system of municipal legal acts. The examination of the little-known pages of history related to the preparation and adoption of the charters of Ekaterinburg in 1995 and 2003 would have been impossible without the use of the historical and legal method. Comparison of the statutory norms of Ekaterinburg in their statics and dynamics provided for the use of a comparative legal method of analysis.
Research results and conclusions. The current charter of Ekaterinburg of 2005 is a completely independent legal document and hence, is not a "revised version" of the 1995 charter, as was commonly believed the first time after its adoption. It is fundamentally different in its performance from its predecessor, the city charter of 1995. Over the time, even those continuity features, which previously seemed unbreakable, have undergone changes: a three-member structure of municipal power (Head - Duma - Administration; majoritarian system of electing the Head of the city and deputies of the City Duma). The author analyzed the key changes and amendments introduced to the city charter at different times, the reasons for those. The article states that the charter of any municipal entity, as an act of supreme legal power, carries out the mission of a legal regulator of various municipal legal relations, serves as a source of other municipal legal acts, guarantees the implementation of certain civil rights, primarily in the field of municipal affairs management by citizens.
