FUNCTIONALITY PRINCIPLE IN REGULATING TERRITORIAL ECONOMIC DEVELOPMENT

Abstract

Purpose. Substantiation of principles to optimize functioning of territorial social-economic systems aimed to provide the achievement of steady development trajectory. Methods. As the main approach the author uses the functionality principle based on the methods of evaluating parameters of disfuctionality of territories development proposed by the author including qualitative and quantitative measurement of the degree of depressive condition and non stable trends of those territories development. Results and practical significance. The author offered and substantiated the approaches to identify dysfunctional territories using the gradation according to the levels of problems and division into types of dysfunctions of the state and stability. The author described the methods of grading development dysfunctions aimed at the formation of a particular complex of measures of investing stimulation of dysfunctional territories to level social-economic development of territories. Scientific novelty. The author offered a new vision of the research problem of territories development stability based both on the theoretical-economic analysis of the topical area and on economic-statistical methods of real statistical data processing.
