Objective: To analyze the independent quality evaluation of cultural organizations and to develop proposals for improving it. Methods: Carrying out research author used the systems analysis of cultural organizations' independent quality evaluation. Results: Problems of quality evaluation process were revealed. The technique of the system of independent quality evaluation elaboration was offered.
