OPTIMIZATION OF THE MUNICIPAL ADMINISTRATIONS'' ACTIVITY WITHIN THE LOCAL GOVERNMENT REFORM

Abstract

Purpose. Approbation of activity-related information methodology of activities organization of municipal employees, developed by the author, and evaluation of its effectiveness, efficiency and quality in the context of solving the problems of local government reform at the present stage. Methods. In the process of achieving the purpose the author used the method of designing a system of interaction between the departments of administration, information and activity approach to time rationing of implementation of the municipal administrations’ powers, as well as a systematic approach to updating the models of activity on realization of municipal powers. Results. On the basis of the system approach and activity-related information methodology the author has developed a technology to optimize organization of activities of municipal administration, which allows to increase the efficiency of its social activities. The conceptual basis of modernization of the financial incentives of municipal employees has been developed. Scientific novelty. Problems of optimization of organization of activities of municipal administration are decided on the basis of a systematic approach and activity-related information methodology and the organization of activities of municipal employees. Defined conceptual positions of financial incentives to increase the humanization of municipal employees and methodical bases of the organization of their professional development.
