TRANSFORMATION OF TERRITORIAL ADMINISTRATION IN FRANCE: THE ROLE AND FUNCTIONS OF LOCAL GOVERNMENT

Abstract

Purpose. Identification of strategy for reforming the system of territorial control in a unitary state and the mechanism of political and legal harmonization of political interests in the implementation of the powers of the regions and local authorities. Methods. Authors analyzed trends in the development of territorial administration in France, based on an analytical comparison of existing approaches to the territorial organization of public administration structures and public mechanisms to meet the powers and terms of reference. Results. Author defined the main tendencies of territorial administration modern development in France. Authors defined the local authority’s commissions in the territorial administration system, regional management organization and interaction of all elements of the public power in modern France. Scientific novelty. The effect of inter-municipal cooperation in the system of territorial administration in the unitary state was determined, its relationship with the management and planning of territorial socio-economic development was demonstrated.
