Purpose: Development of theoretical basis of improving the single-industry area’s institutional system. Methods: The main research methods are the methods of ordering and grouping, graphical method. Scientific novelty: Author has defined the concept of «institutional system of the territory» and «institute of territory’s strategic development», has made a map of the single-industry area’s institutional system. Practical significance: The practical implementation of the proposed theoretical bases will improve the efficiency of strategic planning of the single-industry territory with leveling institutional failures and integrated development of the the territory’s institutional system.

Purpose. The purpose is to assess and diagnose software documents of single-industry towns' development in Kazakhstan in the context of improving economic instruments, to ensure their effective functioning. Methods. The results of studies conducted in the framework of «The study features an integrated socio-economic development of single-industry towns of border areas in the functioning of the single economic space of Kazakhstan, Russia and Belarus» research performed by grant funding of the Ministry of Education and Science of the Republic of Kazakhstan were the empirical basis for the analysis. The study is based on the use of methods and techniques of logical, systematic, structural and functional, and comparative analysis. Results and practical significance. The tendencies of socio-economic development of single-industry towns in the Republic of Kazakhstan in the conditions of modern changes in the economy were revealed. Authors have assessed and diagnosed the major policy documents; justified factors influencing the further development of single-industry towns. Also authors have proposed to improve the single-industry towns' management to change the current legal framework and the development of new assessment tools. Scientific novelty. Authors have identified and disclosed the main trends and characteristics of single-industry towns, showing that the processes occurring in single-industry towns in recent years, show their extreme unevenness of development, poor economic diversification, heavy dependence on core enterprises. Authors have based recommendations for the improvement of state administrative and economic regulation methods of single-industry towns' development in the Republic of Kazakhstan. It proposes a toolkit that provides a focused range of management decisions and economic management aimed at achieving a balance of resource use in single-industry towns, which will help to maximize the needs of the population and raise its standard of living.

Purpose. To suggest options for synchronizing the development and implementation of regional and municipal strategic and policy documents. Methods. The study is based on the method of program budgeting, methods of strategic and project management. Results and practical significance. Author has formulated the basic principles of regional and municipal policy documents. Identify risks and opportunities of the state and municipal government under the federal law on June 28, 2014 № 172 FL, "On the strategic planning in the Russian Federation" from a position of Software state (municipal) government. Scientific novelty. Author has substantiated proposals to change the forms and methods of managing the implementation of state and municipal programs, described the features of the municipal programs formation.

Purpose. To analyze the workforce as an important factor in the development of municipal districts of the Vladimir region. To consider quantitative and qualitative changes of the region’s human capital. Methods. Economic and statistical, structural, logical methods. Results. The problems of labor shortages municipal districts were revealed. The quantitative and qualitative changes in the human capital of the Vladimir region were studied. Scientific novelty. Author educed the regularities of changes in the labor force of the standard of living and education, as well as trends in social and economic development of municipal districts of the Vladimir region. Practical significance. The results of this article may be considered by regional and federal authorities in the development and implementation of regional programs of innovative development.

Purpose. To research methods and conditions to increase the attractiveness of municipal service in rural areas. Methods. Using sociological research methods has allowed to compile and analyze the main characteristics of the staff of the municipal authorities in rural areas: the lack of special education in a significant proportion of employees, proximity to retirement age most of the leading cadres, the low rate of renewal of staff and others. By analyzing the normative acts author has formed idea of the current set of incentives and privileges that are used at the HR-management of municipal authorities. This set includes the standard mechanisms (salary, pension and social security, the promotion) and specific, relating solely to the municipal service (assignment of class ranks). Results. Based on the analysis of normative acts, municipal programs and characteristics of the municipal governments' staff of rural settlements author has generalized problems that reduce the attractiveness of municipal services in these areas. It was found that the solution of identified problems should be implemented through a set of measures in "problem" areas. The impact on some aspects of the work in government results will not give. Scientific novelty. Author has worked-up a complex of measures aimed at increasing the attractiveness of municipal service in rural areas. Events of this complex are three basic areas relating to the development of infrastructure in the settlement, assistance in solving housing issues, as well as assistance in training and career municipal employees.

Purpose. To identify the main concerns of the perception of the population; reveal the degree of Russians' interest in policy. Methods. Authors have analyzed the data of sociological research on problem thinking of the Russians by using ability to poll for research degree of political interest and activity of the Magnitogorsk' inhabitants. Results. In the opinion of the population there are some actual problems of city life. The article raises the problem of the low level of political interest of Magnitogorsk' residents in theme of politics and political events. The authors noted the paramount interest of the life's material aspects, its economic factors. Scientific novelty. The article presents the results of a sociological survey of the Magnitogorsk population, conducted by the authors in March, 2015, that described the basic problems of the city, the level of interest in political life of the country, the awareness about the ongoing election of deputies of the Legislative Assembly of Chelyabinsk region, Magnitogorsk City Assembly deputies, as well as the level of participation population in these political events. Also, the authors considered the main causes of low civic engagement.

Purpose. To investigate temporal resources of the volunteers of the Russian megalopolis in the context of forecasting the prospects of effective management in municipalities. Methods. The study is based on the results of opinion polls by the fund «Obshestvennoye mneniye», projects of the Research Institute of the "Higher School of Economics", and also the author's sociological researches conducted at the regional level. The author analyzes the data of a representative survey of volunteers in Ekaterinburg (N-604, 2014); the results of interviews with the heads of the leading non-profit organizations of various types of Sverdlovsk region (N-22, 2013). Results and practical significance. The article is devoted to finding ways and mechanisms to ensure the success and effectiveness of the Russian volunteers. According to the sociological data, these opportunities are concentrated in the skillful management of the temporal resource of volunteers as a social time at their disposal. The article describes the temporal resources of volunteers in Ekaterinburg, analyzes some aspects of their use, especially paired volunteer labor with employment and leisure activities of the volunteers, their motivation and specific age. Scientific novelty. The article deals with the key issues of management of the Russian volunteers, outlines perspectives for the development of volunteering within individual municipalities in an unstable socio-economic situation, taking into account the temporal key resources of volunteers themselves. Financing. Purpose. To expand features of political culture of the modern Russian youth. Methods. The paper analyzes the existing theoretical approaches to the concept of youth. Analyzes data of sociological studies on the issue of political culture. The authors used the possibility of a sociological survey to study of political culture of the youth of Magnitogorsk. Results. The author describes the main essential criteria of youth as a socio-demographic group. The article explains the importance of purposeful formation of the consciousness of youth as a condition for the continued functioning and development of society. The author raises the problem of incomplete formation of youth consciousness, low political culture of young people, followed by the low level of electoral activity. Scientific novelty. The article presents the results of a poll of youth of Magnitogorsk, conducted by the author in September 2014, revealing the degree of interest of youth in the political life of the country, forms of this interest, the desire of youth to become a member of any political party, respondents' attitudes towards the election results, awareness about the ongoing election of the governor of the Chelyabinsk region, the head of Magnitogorsk, Magnitogorsk deputies of the city assembly, and the level of participation of young people in these political events. The author also describes the main reasons for the reluctance of young people to participate in elections. The article provides a comparison of the data with the results of research conducted by the All-Russian Public Opinion Research Center, as well as the Fund "Public opinion".

Purpose. Analysis of the specifics of verbal extremism as the initial stage of any extremist actions and detection of the role of municipalities in the process of prevention of its occurrence. Methodology. The study is based on the methods of comparative legal analysis in the determination of terms, legal and linguistic analysis in the identification of linguistic and legal phenomena, and formal-logical and statistical and sociological. Results. In the article features of existence of extremism in modern Russian reality are revealed, characteristics of verbal extremism and determined its place in extremist activity are formulated, a strategy for the prevention of verbal extremism within municipalities is proposed. Scientific novelty. Disclosed conceptual characteristics of verbal extremism, identified its essential features and the classification given to the author, that allows to define the forms of struggle with this phenomenon. Identified possible role of the municipality in dealing with verbal extremism.

Purpose: The study aims to analyze the legal nature of the Charter of municipalities, their place in the system of other municipal legal acts, the role in the regulation of municipal law relations. Methodology: The study is based on retrospective, comparative and formal-logical method of studying analyzed object, allowing to compare the current charter of Ekaterinburg with its predecessor, to correlate changes in the charter with the adjustment of federal legislation. Results: The author reveals the legal trends that have changed the understanding of the role of the charter of the municipality in the municipal regulation of legal relations, its legal effect, the types of amendments made to the statutes of municipalities. Scientific novelty: formulated legal signs of Charters if the Self-Governing Territories, studied "history" of adoption of the charter of municipality "City of Yekaterinburg", howed its current status, Scientific novelty: analyzed the latest innovations of the federal legislation in terms of the introduction of new types of municipalities and other models of organization of local authorities.

Purpose. To analyze the different scientific approaches and theories of constitutionalism, the federal legislation on local self-government. Based on the analysis formulate proposals to ensure effective organization of local government based on the principles of constitutionalism. Methods. Retrospective analysis of the essence of the concepts of constitutionalism, as well as comparative and the formal-logical method for the study of the analyzed object. Results. The author reveals some differences in legal consolidation and the actual implementation of local government in Russia, author formulated proposals to improve the legal protection of local self-government in the Russian Federation, based on the principles of constitutionalism. Scientific novelty. The article explains the relationship of the doctrine of constitutionalism and the local government as an independent type of public authority, based on an analysis of the current legislation generated proposals to improve the implementation of the local government and its legal protection in the Russian Federation.

Purpose: The study aims to analyze the legal nature of administrative coercion exercised by local authorities in the Russian Federation, to determine its place in the jurisdiction of the municipal authorities and to determine the characteristics of its implementation by local authorities of municipalities in the Sverdlovsk region. Methodology: The study is based on comparative legal and formal-logical method of studying the analyzed object, allowing to determine the features of the regulatory procedure for implementing consolidation of administrative coercion municipal authorities, revealed some conflicts and legal spaces for interaction between the state authorities of the Russian Federation and local self-government within the framework of public law enforcement of this type. Results: The authors have identified mechanisms for the transfer of state powers in bringing to administrative responsibility of local authorities, identified the types of municipalities that may be endowed with state powers that mentioned above and the peculiarities of their implementation. Scientific novelty: the author formulated the classification of terms of local governments’ reference in Russia and classification of local issues, substantiated the thesis on identification of local governments as agents of administrative coercion.

Purpose. To analyze the legal nature of supervisory powers in relation to police by the representative bodies of local self-government, review their regulatory framework and practice implementation. To formulate proposals, based on the analysis, to improve legislation and enforcement activities of representative bodies of local governments to implement the functions of parliamentary control. Methods: The methodological basis of the work amounted to general scientific and private-scientific methods, in particular the method of comparative legal research and legal and logical method, as well as other methods of scientific knowledge. Results: Revealed the essential features of control powers of representative bodies of local self-government over police, proves the necessity of securing the forms of the parliamentary control functions provided by federal laws, municipal legal acts, authors formulated proposals to improve the legal regulation and practice implementation of representative bodies of local self-government functions of parliamentary control. Scientific novelty: Scientific novelty. Substantiates the understanding of municipal control over police functions as the implementation of parliamentary control, based on an analysis of current legislation and municipal regulations proposals for improvement of the procedure of hearing the report on the activities of police in front of the representative bodies of municipalities and the citizens are formed.
