Subject: views of scientists and legal norms on the organizational structure of the state civil service of the Russian Federation and municipal service in the Russian Federation. The aim of the work is to identify the types of legal relations in the sphere of state and municipal service and their content, to determine the organizational structure of the civil service and municipal service. Methods and methodology: general scientific methods (system analysis, General legal synthesis, system modeling), special scientific methods (comparative law, formal legal, method of law interpretation). Research result. The paper reveals that the organizational structure of the state and municipal service is associated with the classification of public service into types and levels, these types and levels are identified. Special attention is given to the system of civil and municipal service positiond, the class ranks system, the structure and staff of the state and municipal bodies, the state and municipal service management bodies. A comparative analysis of organizational structures of public service of some far and near abroad countries is carried out. Proposals to improve the Russian legislation on state and municipal service, to improve the structure of state and municipal bodies are justified. Scientific novelty. Scientific novelty consists in the analysis of normative legal acts and scientific literature on the organizational structure of the state civil service of the Russian Federation and municipal service in the Russian Federation. Previously, these issues have not been comprehensive studied.

Purpose. Study organizational-legal issues tutorship of state civil and municipal service. Methods. At article conducted analysis acting regulatory legal acts about mentoring on of state civil service of the federal and regional levels, and also municipal regulatory legal acts bodies local self-government. Investigated also scientific literature by investigated matters. Results. At the celebrated, what at federal laws «About of state civil service Russian Federation» and «About municipal service at Russian Federation» provisions about mentoring missing. At the same time at Edict President RF from 27 May 2012 g. № 601 «About major directions perfection system governmental management» and at Major directions development of state civil services Russian Federation on 2016-2018 years, approved Decree President RF from 11 August 2016 g. № 403 supplied a task widespread introduction tutorship. Spent study allowed make conclusion about necessity regulatory consolidation provisions about mentoring at fundamental acts of the federal and regional levels about of state and municipal service. Scientific novelty. Scientific novelty composed at analysis regulatory legal acts about mentoring on of state civil and municipal service of the federal, regional and municipal levels.
