Purpose. Research of new ways to replenish the budgets of public legal entities in the current economic conditions and the need to implement the may decrees of the President of the Russian Federation. Methods. The practice of initiative budgeting with the help of system analysis and General scientific methods is analyzed. Results. Based on the analysis of the practice of initiative budgeting in the regions, the current economic conditions, the planned changes in the tax legislation, its own conclusions, the problems of implementation of initiative budgeting in the case of changes in the legislation in the current economic conditions are identified. Scientific novelty. The article presents the author's position of the problems and risks, potentially possible to appear in the case of giving the public authorities of the Russian Federation and local authorities the authority to establish the features of the initiative budgeting. Scope of the results. The article will be useful for managers and specialists of municipal authorities in the search for new sources of replenishment of budget revenues to solve the current socio-economic problems in the territory.
