Purpose. Study of the issues of wages of municipal employees. Methods. The article analyzes the provisions of the current labor legislation, the Federal Law "On municipal service in the Russian Federation", the Decisions of the Yekaterinburg City Duma on the approval of the Regulation "On payment of labor of elected officials of local self-government of the municipal entity" City of Yekaterinburg ", deputies of the Yekaterinburg City Duma, exercising their powers on an ongoing basis, municipal employees of local government and municipal bodies that are not part of the structure of local self-government bodies, municipal entity "city of Yekaterinburg", which fix the procedure for determining the amount of labor payment. Comparative characteristics of salary issues of state and municipal employees. Results. The paper notes that in practice there are problems in resolving issues of payment for municipal employees, some of them are caused by incorrect use of terms, others, incorrect understanding of structural elements of wages, their legal nature. The conducted research allowed to draw a conclusion that the issues of payment envisaged in the acts of local self-government bodies require the approval of the current legislation (federal and regional) taking into account the system analysis. Scientific novelty. Scientific novelty consists in the analysis of the Federal Law "On municipal service in the Russian Federation", the laws of the subject of the Russian Federation and the Decision of the Yekaterinburg City Duma on the approval of the Regulation "On the payment of labor of elected officials of local self-government of the municipal entity" City of Yekaterinburg ", deputies of the Yekaterinburg City Duma, authorities on an ongoing basis, municipal employees of local government and municipal bodies that are not part of the structure of local self-government bodies ION, the municipality "Yekaterinburg" to determine the wages, as well as the procedure for fixing the terms of labor payment in the employment contracts of municipal employees.

Purpose. Analysis of the principle of labor freedom in relation to municipal employees.. Methods. The authors of the article examine the essence of the employment contract as an agreement between the parties. In this connection, the authors base research on the scientific work of L.S. Tal "The labor contract. A Civic Research". Revealing the peculiarities of the labor contract in relation to municipal employees, the authors analyzed the norms of the Labor Code of the Russian Federation, the Federal Law "On the Municipal Service in the Russian Federation", the norms of local self-government bodies regulating the salaries of municipal employees. Results. In the article the authors justify the position on limiting the freedom of the parties in discussing the terms of the employment contract with municipal employees. The conclusion is made about the gradual approximation of the norms of the legislation on municipal service and state civil service. At the same time, the article notes the different purposes and competencies of their activities. Scientific novelty. The scientific novelty of the article is a complex theoretical-applied analysis of the essence of the employment contract applied to municipal employees.
