The article characterizes the model of obligations arising from the infliction of harm by illegal acts of public authority, which, taking into account the specificity of the implementation of civil legal personality of public legal entities and the type of legal proceedings in this category of cases, participate in these legal relations other than the creditor and the debtor.

In the view of dialectical materialism of cognition of social and legal phenomena, the author investigates the legal consequences of violating the antimonopoly requirements for the provision and use of state and municipal preferences, reveals the gaps that exist here and formulates proposals for their elimination.
