Purpose. The study of experience of regulation of a health care system of the countries with a high level of development of health sector for allocation of general ways, methods of regulation that could be applied to the state and municipal regulation of the health care system of Russia. Methods. The existing methods of state regulation of health care of a number of countries of global economy used concerning a health care system are analyzed. Results. The main group of problems, characteristic of most of the considered states, including problems of municipal units are revealed, the basic methods of regulation and possible ways of using the experience of other countries in the process of state regulation of the health care system of Russia at federal and municipal levels are defined. Scientific novelty. The general problems of state regulation of health care at the federal and municipal levels for a number of countries and the direction of improvement of system regulation of branch of health care of Russia at the federal and municipal levels are defined.
