Purpose. The study aims to study international experience in realizing spatial shifts in old industrial cities in order to determine the extrapolation prospects for old industrial territories in the Russian Federation. Methods. Cross-national analysis, general scientific methods. Results and practical significance. The objects of transformation are determined within the framework of spatial shifts in the old industrial city. Scientific novelty. Possible prospects for the realization of spatial shifts in the Russian industrial cities are disclosed.

Purpose. Determining the level of project management maturity in the public authorities in the Russian Federation. The theory of project management' evolution and maturity the organization of L. Crawford was elected as a conceptual model for comparison. Methods. The research is based on the methods of comparative analysis, classification, and uses the principles of comparative approach to project management. Results and scientific novelty. The authors reviewed approaches to the development of the project concept in businesses and public authorities within the framework of existing international standards and the regulatory framework of the Russian Federation. Authors evaluated the maturity level of project management in government, identified the existing shortcomings of the project management system in the government of the Russian Federation, found ways to improve the maturity of project management systems in government.

Purpose. Identification of priority forms of inter-municipal cooperation in Russia on the basis of studying the best international practices (for example, Germany, France, Denmark, Finland and Hungary). Methods. Inter-municipal co-operation was considered under the systemic and institutional approaches. The main research methods are the method of comparative analysis, modeling, methods of ordering and typology. Results and scientific novelty. Produced a review of Russian and foreign practices of inter-municipal cooperation in the context of European models of inter-municipal cooperation graduation. The authors have carried out a typology and ordering of forms and methods of inter-municipal cooperation in Russia and European countries, identified the advantages and disadvantages of each form, identified the most promising forms of inter-municipal cooperation for Russia.
