Purpose. Consideration of the principle of professionalism in relation to the procurement of goods, works and services for municipal needs within the framework of Law 44-FZ. Methods. The principle of professionalism was considered under institutional and systemic approaches. Author is useimng the method of studying the causal relationships and applying the method of comparative analysis. Results and scientific novelty: The author found that the law 44-FZ established only general requirements for qualification of the customer officers, therefore it is necessary to amend the legislation on procurement. For municipal customers should be used centralization of procurement through the creation of public institutions and authorities. It is also necessary to develop educational and professional standards of training in the area of procurement for state and municipal needs.

Purpose. Identifying details of contract system implementation on a municipal level today. Methods. Research is based on the experience contract relations development in the countries of Europe and the USA. Results and practical significance. The author identifies peculiarities of transition to the contract system on a municipal level, finds out major violations made by clients in determining purchases for municipal needs. Scientific novelty. According to the world practice the author determines trends of the contract system development on a municipal level of Russia.
