Purpose. The study aims to identify the strengths and weaknesses of the new municipal reforms in the Russian Federation Methods. The methods of empirical research and comparing and qualitative analysis based on subjective assessments were used to identify the strengths and weaknesses of a new model of local government. Results and practical relevance. The order of the formation of local governments in urban districts with intracity and intercity dividing regions formed within these urban districts was described. In particular, the first steps of new two-level model implementation of the local government organization for large urban districts in the city of Chelyabinsk the only city in the Russian Federation, switched to the specified model. Scientific novelty. Author disclosed the possible consequences of the local government reform in the absence of legal framework, clear lines of authority, funding sources and determining the tax base of newly introduced species municipalities.

The article deals with the problems of financial security settlements municipalities, owing to the lack of effective interaction between local government of municipal districts and settlements in its composition. The article is based on materials of the Chelyabinsk region.
