Introduction. The article presents a study aimed at assessing the level of avant-garde development of municipal districts (counties) in the Krasnoyarsk Territory. By «vanguardism» in relation to the development of municipal territories, the author means the ability of local governments to ensure breakthrough performance, positive progressive dynamics of the values of planned socio-economic indicators of the development of municipalities in their activities. The scientific novelty of the study is the results of the analysis obtained through the application of the author's methodology in relation to the actually achieved values of indicators for the development of territories of municipal districts (counties) of the Krasnoyarsk Territory for the period 2015–2024 for the «vanguard development», characterizing the «advancement», accelerated (progressive, advanced) achievement by local governments of the necessary values of socio-economic indicators of development territories. The purpose of the study is to assess (quantify) the degree of avant-garde development of socio-economic systems – municipal districts (counties) of the Krasnoyarsk Territory by analyzing the actually achieved values of the territory's development indicators.

Materials and methods. The analytical basis of the study was the values (statistical data for the period 2015–2024), selected by the author according to the degree of priority from objectively significant, depending on the efforts of local governments, twenty-five indicators of socio-economic development of municipal districts (counties) of the Krasnoyarsk Territory, being currently part of it. The indicators for assessing the effectiveness of local government bodies from the following subsystems have been analyzed: budget security, innovation activity, road and transport infrastructure, housing and communal services (including the level of consumption of electric and thermal energy, hot and cold water), the population and its structure, the infrastructure of the education sector, small and medium-sized businesses, land fund, monetary income of employees of organizations and institutions. The methodological basis was a universal methodology previously developed by the author on the basis of mathematical methods for determining the progressiveness of the development of municipalities in the region. In this study, the algorithm of the universal methodology previously developed by the author has been implemented on the basis of the actually achieved values of indicators of socio-economic development of municipal districts (districts) of the Krasnoyarsk Territory for the period 2015–2024.

Results and conclusions. The use of the previously developed universal author's methodology for determining the progressiveness of the development of municipalities in the region made it possible to obtain the calculated data: the values of the majority (39 out of 44) municipalities are characterized by a backward level of development that is not included in the scale of avant-garde development. Only five municipalities (Yemelyanovsky, Severo-Yenisei, Taimyr, Turukhansky and Evenki) have a moderate degree of avant-garde development. A significant, high degree and absolute level of avant-garde development are not currently observed in any of the 44 municipalities of the Krasnoyarsk Territory.

Discussion. The «vanguard of development», which is identical to the «progressivity of development» in relation to socio-economic systems – municipalities of the Krasnoyarsk Territory, implies an assessment of the level of potential of local governments for a «breakthrough», the degree of «advancement», accelerated achievement by local governments of the necessary values of socio-economic indicators for the development of the territory, ensuring a decent standard of living for the population, and is closely related to indicators for evaluating the effectiveness of local government. Indicators of the avant-garde values of socio-economic development indicators for the same municipalities of the Krasnoyarsk Territory have taken on different values: from close to zero for some indicators to maximum for other indicators. For individual municipalities, according to a number of indicators, the indicators of avant-garde values assumed the maximum possible values. The results obtained can be used by local self-government bodies, interested state bodies of the Krasnoyarsk Territory in developing a strategy for the socio-economic development of territorial entities, and a concept for the spatial development of territories. The universality of the author's methodology provides the potential for its application in relation to any region of Russia to assess the degree of avant-garde development of municipalities located on its territory. The author's methodology has limitations in its application. Thus, one of the factors that reduce the reliability of the results obtained during the analysis is the lack of necessary statistical data on the indicators of the development of municipal territories for one or more years. In this case, the author considers it reasonable to use interpolation to fill in the missing intermediate values of the indicators. Also, in a situation of a large spread (high level of variability) of values within the framework of the considered indicators, the calculated values obtained have low reliability. If there is a significant difference between the maximum value and the remaining values within the development indicators, the values of the avant-garde indicators will decrease significantly. However, if there is an insignificant difference between the maximum value and the remaining values within the development indicators, the values of the avant-garde indicators will increase significantly, which also does not ensure reliable coefficients. To solve this problem and for the convenience of calculations at subsequent stages, the author suggests limiting the upper limit for the value of avant-garde indicators to 10. The universal author's methodology may be improved in the future. Possible prerequisites for improving the algorithm of its application in the analysis may be ideas to eliminate its current shortcomings in the processing of statistical data with a high level of variability in the values of indicators, in particular, a significant proximity (or significant distance) of the values of indicators in relation to the maximum value within the considered indicators in order to obtain reliably interpretable coefficients.

Introduction. The article presents a study on the assessment of the level of development of the regions of the
Siberian Federal District, the sequence and patterns of their development. The regions of the Siberian Federal District, being administrative-territorial systems, have competitive advantages and development potential, having significant differences in their scale, level achieved and prospects for socio-economic development. The author defines
the phenomenon of «persistence» in relation to the socio-economic development of territories, which consists in the
property of socio-economic systems to maintain the existing trend in the territory for long periods of time, resisting
changes. Persistence from the point of view of socio-economic impact is a negative property of the territory, which
prevents the authorities from developing the territory and carrying out reforms in the regions. The term «persistence» originally has a biological and medical origin, as a property of microorganisms (bacteria, viruses) to survive
and function in an aggressive environment (e.g., when exposed to antibiotics).
Materials and methods. The analytical basis of the study was the values (statistical data for the period 2013–
2023) of the seventeen components of the socio-economic development of ten regions of the Siberian Federal District

selected by the author, which are currently part of it. The components of socio-economic development from the following subspheres were analyzed: population, employment and unemployment, standard of living, housing conditions, education, healthcare, environmental protection, economy, housing construction, housing market. The concept of «local average» is introduced as the most important component of the algorithm for calculating the persistence effect. In the writings of management economists, the term «persistence» has not been mentioned before; there
are no sources characterizing the degree of study of this phenomenon in relation to ensuring sustainable socio-economic development of territories.
Results and conclusions. The author has developed formulas for calculating the effect of the persistence of variables based on determining the values of the local average; the total effect of the persistence of the values of the
components of the region. The application of the author's methodology for determining persistence in the socio-economic development of the regions of the Siberian Federal District made it possible to obtain calculated data
on the basis of which horizontal and vertical analysis of persistence values were carried out. The values of most components (12 out of 17) are characterized by a low degree of persistence, which is reflected in the total regional values
of persistence. Among the components characterized by a high level of persistence, the «population growth rate»
stands out, which means its increased variability of values; the average level of persistence is characteristic of the
components: «gross regional product per capita» and «investments in fixed assets per capita»; a moderate level of
persistence is noted in the components: «average per capita monetary income of the population» and «commissioning
of residential buildings per 1,000 people of the population.» The total persistence effect has the highest degree in two
regions (the Republic of Altai and the Republic of Tyva); the average degree is in five regions; the low degree is in
the remaining three regions (Krasnoyarsk Territory, Novosibirsk Region, Omsk region).
The scientific novelty of the study is the justification for the need to take into account the phenomenon: characterizing resistance to ensuring socio-economic development, manifestations of resistance to reforming the territory,
the «persistence» of socio-economic systems to perceive transformations, «preserving in memory» trends and returning to them under appropriate circumstances.

Introduction. The article discusses the methodological aspects of the functioning of the agro-industrial complex, the development of its potential within the framework of strategic planning for the development of the Krasnoyarsk Territory. A critical analysis of these concepts has been carried out and a unique methodology for assessing the potential of agricultural development at the regional level has been developed. The review of the work revealed the components of the methods, the use of which will allow quantifying the values of the factors of the potential for the development of the agro-industrial complex. The «potential for the development of the agroindustrial complex» is set as a value integrating four components: «production», «industrial», «investment» and «innovation», characterizing the achieved level and prospects for further development. The potential is determined by the maximum level of capabilities determined by the available resources. Criteria are proposed for determining the levels of potential development – low, moderate, medium, high and sustainable. The indicators are coefficients that determine the ratio of the index of the physical volume of produced (processed) agricultural products to the index of its valuation; commensurate with the amount of investment in agriculture with the costs of agricultural science development, interpreted as the degree of attraction of investment in R&D achievements. An interpretation of the possible values of the coefficients is proposed.
Methods. An index approach is proposed that transforms the absolute values of indicators into relative ones with further obtaining the geometric mean growth indices of each indicator within the component, synthesizing the coefficient values of the components of the potential for the development of agriculture. According to the author's methodology, the calculation of component indices is represented by: 2-level model: indicator – component; 3-level model: industry – indicator – component; 4-level model: product type – industry – indicator – component. The development potential of the agro-industrial complex is calculated according to a five-stage algorithm.
Results and conclusions. The level of the development potential of the agro-industrial complex of the Krasnoyarsk Territory has been determined. The calculation of indicators suggests that in the region: the rate of change in the cost of produced (processed) agricultural products is significantly higher than that in its natural volume, which indicates either a decrease in production (processing), or an increased product price. Expenditures on research and development did not produce a sufficient effect to intensify investment activity, or through R&D, no innovative product was created to be implemented in practical activities.
