Strategic planning is an integral element of strategic management, which means the process of choosing goals and ways of achieving them. After the adoption of Federal Law № 172-FZ of June 28, 2014 “On strategic planning in the Russian Federation”, strategic planning became part of the RF public and municipal government system.
The emergence of new legislation could not immediately change the attitude of representatives of the authorities and the public to planning, and today we are witnessing a gradual transition from the planning principles, conventional since Soviet times, (based primarily on forecasting technologies) to a new type of management thinking in the field of planning. Today, the Russian officials and society are actively learning to think strategically, which is reflected in almost all spheres of human life.
