Based on the annual reports of the Nizhnyaya Saida urban district administration, other documents from the website of the Nizhnyaya Saida urban district administration, analytical reports - Consolidated reports of the Sverdlovsk region on the results of monitoring the local authorities efficiency of urban districts and municipal areas, the article draws a conclusion on the results of management activities in the municipality in the 2012-2019 period. The issues of efficiency of tools to regulate the socio-economic potential development of the Nizhnyaya Saida urban district are considered. It is revealed, that the share of municipal programs with a high degree of efficiency has considerably increased in the urban district, with the share of municipal programs with an average degree of efficiency reduced; the indicator of population satisfaction with housing and communal services, the level of organization of heat, water, electricity and gas supply has obviously increased. Positive changes are largely associated with the ability of the head of the urban Nizhnyaya Saida district E.V. Matveeva, to rely on maximum support of the residents; creation of civil society institutions in the municipality; development and implementation of the urban district development programs. Due to the continuous interaction of the urban district administration with the Government and the Governor of the Sverdlovsk region, it became possible to reach common understanding on a number of measures to improve quality of life in the municipality: to solve the financial problem of the ski base and urban pool building; to get unprecedented funding for the modernization of housing, communal services and roads, to retrofit the central city hospital. The experience of this urban district administration in developing modern system of preschool and school education is identified.

In the journalIt is quite a difficult task to take on writing a book about your own faculty, your groupmates, friends and the distant past. But if you also make the life study of one individual, your friend for more than half a century (1969-2022), part of the narrative, the monograph requirements bar is pulling away. And add to this an essay on the Soviet era of the "big time" 1960s-1980s, as well as a subjective and therefore vivid, metaphorical characterization of the beginning of the post-Soviet era - the early 1990s - in the context of both provincial and national history in such fields as science, culture, politics, human relations - and the road chosen by the author turns into the path of an experienced climber. And what if the climber deliberately chooses not the trodden path, but a steep hillside? After all, Let’s face it, that it is difficult to find in commonplace sense a more controversial character of modern history than the agonist of the book, Gennady Eduardovich Burbulis (GB - hereinafter, in monograph and further in the text). In this case writing the book turns into reconnaissance in force, where the chances of unconditional success are highly unlikely. V.V. Skorobogatsky’s (hereinafter referred to as VVS) book often feature the lines from V. Vysotsky’s songs. Let me also remind of this one: "but we choose a difficult way - dangerous as a military path."
