ECONOMIC ASSESSMENT AND DEVELOPMENT OF THE K2 AND K3 COEFFICIENTS VALUES TAKEN INTO ACCOUNT IN CALCULATING RENTAL PAYMENT FOR LAND PLOTS IN THE CITY OF CHELYABINSK

Abstract

The article assesses the coefficients considered in calculating the rent for the use of land plots located in the city of Chelyabinsk, state ownership of which is not delimited, and which are owned by the given municipality, approved by the decision of the Chelyabinsk City Duma of 24.06.2008 № 32/7 (as amended on 26.07.2017). The relevance of the research is justified by the lack of unified and clear methods of calculating the adjusting factors for determining rental payment for land plots located on the municipal territory, state ownership of which is not delimited, and land plots are the municipal property. In this respect, it is considered necessary to improve methods of calculating rental payment, taking into account interests of both renters and the municipality as the owner, by adjusting the coefficients, so as, on the one hand, not to further deteriorate the investment climate in Chelyabinsk because of overestimated coefficients and, on the other hand, not to lead to a significant decrease in budget revenues from land lease. The methods of correlation and regression analysis, economic-statistical analysis, analysis of regulatory documents, calculation and construction were used in this research. The developed coefficients received practical approval in the Chelyabinsk municipality. The results, which consist in the development of proposals and practical research recommendations for improving approaches and methods of the municipal land use rent calculating, are of practical importance.
