Abstract

Non-delimited lands, which ownership is not officially registered, make up about 26% of the land fund of the municipal entity of the city of Ekaterinburg. The Ministry of State Property Management of the Sverdlovsk region is in charge of them. This article considers indicators for the non-delimited land lease, ownership and use, as of January 1, 2018. Most transactions, which are on acquiring property rights, provide the highest profit. Purchase and sale transactions dominate, and only 10-12% of land pass into ownership free. The number of lease transactions is increasing annually. However, the number of transactions for the ownership rights and right for permanent unlimited use is reducing gradually. The transfer of land for rent is exacerbated by the fact that only 70% of the land plots prepared for bidding is sold. There are limitations for providing land for permanent unlimited use. For example, plots can be provided for the road network and metro development, or for urban forests. Non-delimited plots are constantly profitable, with proper use, but the trend is going down with years. This is because the number of non-delimited, meaning unused and abandoned land is reducing, in other words, the land use is efficient.
