PECULIARITIES OF FORMATION OF THE MODERN LOCAL GOVERNMENT MODEL: HISTORICAL AND LEGAL ASPECT

Abstract

Purpose. Identify the features of the formation of a modern model of local government, identify the causes of existing problems in the organization and activities of local government. Methods. A retrospective analysis of normative legal acts that regulated the organization and activities of local self-government bodies. Results. Based on scientifically based approaches, as well as their own conclusions, the peculiarities of the realization of the constitutional right to local self-government are investigated, the causes of some problems in the legal regulation, organization and activity of local self-government bodies in modern conditions are revealed. Scientific novelty. Scientific novelty lies in the fact that on the basis of a comprehensive analysis of regulatory legal acts governing the organization of local government at different times, some problems of legal regulation have been identified, and proposals have been formulated to improve the organization and activities of local self-government bodies.
