THE DIRECTIONS OF SOCIAL AND ECONOMIC DEVELOPMENT INTENSIFICATION OF MUNICIPALITIES, USING NONCOMMERCIAL CONCESSION

Abstract

Purpose. Definition of the priority purposes and problems of municipalities of the Kostroma region which have the most negative results of social and economic development, in case of using such tool as noncommercial concession. Methods. The conducted research is based on results of the analysis of the main socio-economic indexes of municipalities. The list of indicators is defined in the previous works of the author. As the wellbeing of the person is regarded as of paramount importance, practically all indicators are given per capita. When determining purposes the principle "from the general to the particular" is used. Results. Results of social and economic development which is possible for reaching in the first strategic period (about 10 years) are specified. Sets of priority actions which for this purpose governments of the considered municipal districts and the Kostroma region need to make are defined. Their achievement becomes possible as a result of use of noncommercial concession. The basic directions of actions of municipal and regional governments are revealed: decrease in intermunicipal differentiation, improvement of governing systems and creation of enterprises in priority branches. The scientific novelty is defined by use of such instrument of regional development as noncommercial concession and also the list of the analyzed indicators, determination of their values counting on each inhabitant of the concrete territory, and the revealed directions of development of the municipalities experiencing difficulties today.
