IMPROVEMENT OF METHODICAL INSTRUMENTATION OF STRATEGIC PLANNING OF SOCIAL AND ECONOMIC DEVELOPMENT OF TERRITORIES (REGIONAL AND MUNICIPAL LEVELS)

Abstract

Purpose. The study of the process of forming a strategic planning system in the Russian Federation at different levels of management, taking into account the existing regulatory and legal framework and experience in implementing strategic documents, to identify the overall methodology of this process, both at the regional and municipal levels. Methods. System analysis, document analysis, general scientific methods. Results. The approaches, the selection of tools and the development of methods for the evaluation of the strategic planning system with the aim of its implementation in the practice of regional and, especially, municipal management, where strategic planning has only general outlines are substantiated. Scientific novelty. Determination of the content of the category "strategic planning system" as applied to socio-economic systems at the regional and municipal levels. Determination of methodological tasks of researching the directions of development and improving the system of strategic planning at the regional and municipal levels. Determination of the principles for the development and interrelation of strategic planning documents, taking into account the multistage organization of socio-economic systems.
