MAIN STAGES OF SPATIAL PLANNING OF URBAN DEVELOPMENT IN RUSSIA

Abstract

Purpose. Identification and description of stages of territorial planning system formation of municipal development in Russia in the Soviet and modern periods. Methods. Genetic techniques, logical, systematic and comparative analysis are used in the study. Empirical base of the study was the complex of normative-legal acts in the field of spatial planning and urban development in Russia in the Soviet and post-Soviet periods Results and practical significance. The paper reveals the stages of territorial planning system formation in the Rus-sian Federation taking into account the state of the real estate market and the key parameters of the existing models of legal regulation. Special attention is paid to the analysis of the territorial planning urban development in the system of strategic planning of the country socio-economic development. The obtained results can be implemented in the process of manage-ment decisions and used for improving territorial planning of urban development in Russia and other post-soviet countries. Scientific novelty. The specificity of interaction of state government and local self-government at different stages of system of urban development planning is revealed. The role and the place of spatial planning in the emerging system of strategic planning of socio-economic development is described. The problem of improving the territorial planning of urban development in the short and long term is discussed.
