IMPLEMENTATION OF PUBLIC-PRIVATE PARTNERSHIP PROJECTS IN FEDERAL SUBJECTS AND MUNICIPALITIES OF THE RUSSIAN FEDERATION

Abstract

Purpose. The purpose of the article is to investigate public-private and municipal-private partnership in federal subjects and municipalities in Russia, to determine key problems, tendencies and ways of perspective usage of such mechanisms in the Russian Federation. Methods. The experience of implementing public-private and municipal-private partnership in Russia was analyzed; leading territories in the sphere of application of the mentioned instruments were identified (on the basis of data from the Unifi ed information system of public-private partnership in the Russian Federation); key problems of the insufficient scope of application of this instrument were identified. Results. On the basis of studying the experiences of public-private and municipal-private partnership instruments’ implementation in foreign countries, scientifically reliable approaches and experts’ opinions and original conclusions, key contemporary issues of the practice of public-private and municipal-private partnership were investigated. The conclusion on the necessity of advancing public-private and municipal-private partnership legislation, ameliorating investment climate and developing the system of government guarantees for private partners. Scientific novelty. Scientific novelty consists of researching main problems in developing public-private and municipal-private partnership in the RF and their interconnection with the government’s capacity in a period of crisis.
