FEATURES IMPLEMENTATION OF MUNICIPAL REFORM IN URBAN DISTRICTS

Abstract

Purpose. The purpose is to explore different phases, identify problems and prospects of local government reforming in Russian Federation. Methods. Historical, comparative analysis of legal acts, archive recording and informational materials; participant observation, based on subjective assessments. Results and practice significance. Author envisaged the framework of local government departments of urban districts, legal and organizational basics of administration activities in the city of Barnaul. Also author studied issues of creation a two-tier model of local government in the urban district. Different expert's view on the introduction this management model and the need for public participation in this process were compared. Scientific novelty. Author described the features of the organizational legal regulation in various stages of local government reform; assessed the possibility of creating intra-municipal entities and the expediency of changing organizational and economic foundations of the municipal government in a major city; stressed the need for public participation in the study process.
