FEATURES OF DISAGGREGATION OF MUNICIPAL INSTITUTION’S PERFORMANCE INDICATORS INTO INDICATORS OF EFFECTIVE CONTRACT

Abstract

Object and purpose of work. The paper considers the problem of determining the performance indicators of teachers of the additional education institutions in the sphere of culture. Methods. The research is based on the method of disaggregation (decomposition) of indicators, that allowed to develop individual performance indicators of teachers based on different groups of performance indicators of municipal educational institutions of culture. Results. The authors proposed a system of individual performance indicators of teachers, that can be used as a basis for the introduction of effective contract for institutions. Identified problems of application of some of the indicators in practice (immeasurably, inaccessibility of indicators, irrelevance in relation to the results of the teacher’s work, not applicable to all categories of teachers and others). Monitoring of the achievement of individual performance indicators proposed to be based on the application of computer technology. Scope of the results. The results of this work can be used in similar educational institutions. Conclusions. At the end of the authors conclude on the inadmissibility of the introduction of individual performance indicators without taking into account specificity of the institution. The authors identified the problem of deterrence of innovation because of an exhaustive list of indicators, inability to obtain a reward for achievement of indicators, not specified in the effective contract.
