ON THE PROBLEM OF STRATEGIC DEVELOPMENT OF SMALL AREAS (ON THE EXAMPLE OF THE MUNICIPALITY "TROITSK" CHELYABINSK REGION)

Abstract

Purpose. Study of features of the strategic development of small areas in modern conditions. Methods. Used traditional method of studying the causal relationships, used the method of analysis and synthesis, allowed to isolate the general and the particular in the problem of municipal development of the Chelyabinsk region, applied the method of scientific abstraction, without which it is impossible to construct an ideal model for strategic development. Results. Based on the fact that cities such as the city of Troitsk, have a unique historical development, geographical location (the border with the Republic of Kazakhstan), a non-metallic minerals, the author concludes: Troitsk -the city, do not fall under one of the classical definitions. This is not a one-industry town, not a satellite town, serving as a "residential branch" in the nearby large city, it is not the agro-town, it's not a city the center of tourism, it is not scientific, experimental or health center. Scientific novelty. Scientific novelty lies in the study of the strategic priorities of small areas on the example of a city like Troitsk. The author concludes that in the current situation it is necessary to create unified center on the adjustment strategies of socio-economic development of the municipalities in the center of the area, to bring these strategies together, developing general guidelines
